The series stars Michael Corriero, Tanya Acker, and Patricia DiMango as a panel of three judges who rule over small-claims cases before debating the merits of the case in the chamber room before rendering a judgement (under the format, just two of the three panel members must agree on the result).

Prior to joining the programme, DiMango served on the Brooklyn, New York Supreme Court[2], Corriero worked for the New York State court system, and Acker worked as an attorney. The panel functions as an arbitral tribunal, and the proceedings are a sort of binding arbitration in which the plaintiffs waive their rights to a trial by jury.
